My suggestion!

I think that at some point Takugan or Tee can make 5 years in the RP pass. During these years there are no wars, or any deaths of characters. In addition our characters will train during this time and people wouldn't have to write anything (basically it's a tool to speed things up). Now what your character gains after Tee or Takugan call this would depend on what level your character is. For example, if you are a Genin you would would gain a rank and you would be allowed to make your character a Chunin (during this time your character is leveled up to the next rank). With the promotion you would also gain the abilities that come with the higher rank. Also, if you are already Kage level you would still gain more abilities but what they would be is up to Takugan and Tee.

I see one huge problem with this: It would unbalance the RP. After this there would be NO Genin, and there would be people at ranks they do not deserve. I am all for the timeskip, not the rank up. People, however, may have free retests or something. I'll have to think on it a bit more before I can give you a solid answer.

I'd say yes, it just wont happen for a while. Some people getting more powerful is unnecessary

I say we should be able to do a time skip but in that time instead of leveling up you should be able to learn a new jutsu or 2 plus anything you are working on should be to the next level: For example i am working on a 8 sword style and i have been for awhile if time would laps 5-6 years i have master that jutsu and am now working on the next one. Also IF you want to rank up there should be a new form of test you have to take let's say a writing, sparring, and actual question test sense every exam after genin has a combat portion.

Anthony I agree with you, if we are to have a time skip and if you want to have a level-up you should have the option to take another test. However, to be fair, it should impossible for you to receive a lower rank on your ninja. This would be up to Takugan or Tee though to decide so I really shouldn't say what SHOULD and SHOULDN'T happen. However it is a good suggestion Anthony.
